Public Scoping Period
STATUS: OPEN
The public scoping period is currently open and will conclude on June 2, 2025.
On April 18, 2025, the Department of the Air Force (DAF) announced the intent to develop an Environmental Impact Statement (EIS), which began the public scoping period. During the scoping period, you may provide comments on the project, resources to be analyzed and other information related to the scope of the EIS. Tribal governments; federal, state, and local agencies; organizations; special interest groups; and individuals are invited to be involved in the scoping process and are encouraged to submit written comments to assist with identifying alternatives or providing information to inform the analysis.
Comments will be accepted at any time during the environmental impact analysis process; however, to ensure the DAF has sufficient time to consider public scoping comments during preparation of the Draft EIS, please submit comments within the 45-day scoping period (April 18, 2025 to June 2, 2025).
PUBLIC MEETINGS
Please join us for an EIS public scoping meeting. The EIS will evaluate potential environmental impacts associated with the Proposed Action. The EIS will evaluate environmental impacts associated with the Proposed Action of developing the Over-the-Horizon Radar (OTHR), including a transmitter site and a receiver site in the state of Oregon.
The United States requires long-range early detection capability for airborne threats approaching the borders of North America to counter adversarial emerging technologies.
The in-person meetings will be “open house” style meetings where attendees can arrive at any time during the meeting, sign-in, view poster stations, submit a written comment, and interact with the project team.
The DAF announced the intent to develop an EIS on April 18, 2025, which began the 45-day public scoping period.
Scoping will be conducted both virtually and in person.
Five in-person public scoping meetings, and one virtual meeting will be held during the scoping period, as follows:

Public input allows the DAF to make better-informed decisions. Letters or other written or verbal comments provided may be published in this EIS. Providing personal information is voluntary. Private addresses will be compiled to develop a stakeholders inventory. However, only the names of the individuals making comments and specific comments will be disclosed. Personal information, home addresses, telephone numbers, and email addresses will not be published in the Final EIS.
