Welcome to the project website for the Environmental Impact Statement

Welcome to the project website for the Environmental Impact Statement (EIS) for the Department of the Air Force (DAF) proposal to acquire land, construct, and operate two Homeland Defense Over-the-Horizon Radar (OTHR) systems in the Northwest region of the United States.

The purpose of this website is to share information with the public throughout the EIS process. Review this site for information on the proposed action, the status and schedule of the EIS, documents available for review, and opportunities for public involvement.

During the public review periods, this website will be available to accept public comments on the EIS documents. Your participation in this process will assist the DAF with the identification and evaluation of potential environmental concerns regarding the proposed OTHR EIS. The DAF appreciates your participation in the National Environmental Policy Act (NEPA) process.

This website will be updated throughout the project, so please check back often for updates.

Announcements:

The Public Scoping Period is currently open. On April 18, 2025, the DAF published a Notice of Intent (NOI) in the Federal Register to prepare an EIS to evaluate the potential environmental impacts of the proposed acquisition of land for, and construction and operation of over-the-horizon radar transmission and receiver sites in the northwest region of the United States. The release of the NOI initiated a 45-day public scoping period, which continues until June 2, 2025. Public scoping is conducted in the early stages of EIS development to solicit comments from the public and agencies about potential issues that should be analyzed in the EIS, such as alternative actions and potential environmental effects.
